Windsor Framework Delay Until 1st May 2025
New arrangements for the movement of goods from Great Britain (England, Scotland and Wales) to Northern Ireland by parcels or freight, as set out in the Windsor Framework, were due to come into force on 31st March 2025.
However, in the guidance available here, HM Revenue & Customs (HMRC) has confirmed that the implementation of the next phase of the Windsor Framework will be delayed until 1st May 2025.

This covers sending: goods in parcels from Great Britain to Northern Ireland, sanitary and phytosanitary goods in parcels from Great Britain to Northern Ireland, excise goods in parcels from Great Britain to Northern Ireland and parcels from Northern Ireland to Great Britain.

This sets out how business-to-consumer, consumer-to-business, including returns, and consumer-to-consumer parcels can be moved without customs declarations, safety and security requirements, customs duty, or presentation of goods to customs authorities.
